About Falcon Building Consultants
Established August 2025
Falcon Building Consultants is a private building certification practice based in Yamba, New South Wales, serving commercial projects across the Clarence Valley, Northern Rivers and Coffs Harbour.
The practice was founded in 2025 by Billy-Joe (BJ) Cilia, a registered Building Surveyor Unrestricted, registration number BDC2213 on the NSW Building Certifiers Register, accredited in New South Wales continuously since 2014. Unrestricted is the class that is not capped by building type or size.
Falcon issues Construction Certificates, Complying Development Certificates and Occupation Certificates, and acts as Principal Certifier through construction, carrying out the mandatory critical stage inspections. Construction Certificates can be issued in stages so early site works proceed while later packages are still being finalised.
The practice also produces BCA reports analysing architectural plans against the Deemed-to-Satisfy provisions of the Building Code of Australia, DA capability statements that identify compliance hurdles before lodgement, and compliance audits of existing commercial and industrial buildings for due diligence, leasing, insurance and Building Information Certificate applications. Fire safety schedules and fire safety upgrade advice are available for existing buildings.
Where a project departs from the prescriptive requirements of the Code, a performance solution is prepared by a consultant engaged by the owner or builder, such as a fire safety engineer or an access consultant. As certifier, Falcon assesses and approves that solution, checking it meets the National Construction Code performance requirements, and manages the Fire and Rescue NSW referral where fire safety is involved.
Billy-Joe Cilia came to certification from the building trade. He is a licensed carpenter with over 17 years of construction experience, has worked in building regulation since 2013 across private practice and local government, and served as Senior Compliance Officer for Design and Building Practitioners audits at Building Commission NSW from February 2022 to July 2023. He holds a Graduate Diploma of Building Surveying and a Graduate Diploma in Bushfire Protection, both from Western Sydney University.
Clients deal directly with the certifier who assesses their plans, attends the inspections and issues their certificates.
